To create a Quote in a currency other than the Entity's currency, first of all, you should add the currencies you will be using from the Money Billing Module.

From the Money Billing Module, go to Settings.

Under the Money Billing section, click on Setup & Configuration.

In the Money Billing Currency tab, click on the blank to add more currencies, then click on save.

Once you did these steps, you can add a quote from Money Billing Module → Invoices → Add New Quote.
